It will always be a give and take situation. We are here to learn to be better than previous generations. If we do bad things to one another, that does not help with what we are here to learn about, love. Unconditional. If we choose to create havoc among ourselves how does this help? It can for those that are afflicted by the perpetrator, but not so much the latter.

It all depends on your perspective. How do we learn? Through our mistakes and ramifications from those mistakes. Via our own actions or that of the law of man or that of the universe. Either way we pay a price for any action be it good or bad. In terms of the 'good' deeds, you get paid differently, obviously. So punishment would be a deterrent for those wishing to commit. But then there are those who think they are above the law of man and the universe will deal with them. The universe is about balance and harmony. Too much of either and their is an imbalance.
